They committed a crime, which was a capital offense. Congress had no clue ha d long it would take to make America its own colony. They began to devise a plan that would allow them to take over by getting new people into office and not be run by the same government that had controlled them since 1774. Political leaders did not think that it would be best if legislative did not write the laws that applied to them. States soon began to
